Depends on the conditions of the day... I've landed into JFK from various directions, the best being on a DC9 where they took us across manhattan at 31000ft out into the atlantic and then landed back over the ocean (31L or 31R) The approach to 13L takes you right across downtown manhattan but is rare as it gets in the way of EWR departures across midtown. with 4L/R and 22L/R you won't see Manhattan at all.
