I'm not familiar with ATA's policies. WN's contract of carriage clearly states that you can check baggage up to 45 minutes prior to scheduled departure at MDW without incident. They may still accept your baggage after that time, but will not guarantee that it will make it on your plane, nor will they pay to have it delivered to you from ISP.
