Catching the Meitetsu line at NGO is very simple. Just proceed across the pedestrian walkway from Arrivals to the Acess Plaza. In that round structure, the information counters are in the middle and the Meitetsu ticket windows are to the left. Buy your ticket and continue to the left to the platform. Easy to find and trains/platforms are well marked.

As Jib71 said, the JR station is right across the street from the Meitetsu station.
