On board paid upgrades are at the discretion of the CSD. This is the official line. BA aren't overly keen on offering these because the customer is only experiencing half of the product (No lounge). Full catering has to be available. Mixing product from various cabins is not allowed. If you have paid for Club you should get Club, not a bit of Club with some WT thrown in.
