Although I understood they do offer on-board upgrades when space / catering is available. I assume that means sometimes they carry spare J meals, sometimes they don't and this was the most likely reason for yesterday's refusal?.
Although it would have been nice to have been offered the on-board J u/g but told it would be with the Y meal. I would have been happy to go along with that (assuming a resonable price of course).
Forgot to mention that the GA did say they were offering WT to WT+ on-board upgrades but not WT+ to J yesterday.
