How about contacting your local agent for an international referal? Also if this person pays taxes of any sort property income etc then they maybe eligible for social security generated health care. My mom gets health care down there and it is excellent and is at least partially paid for with her taxes as I understand. I hope your friend gets the help she needs. If not contact an agency like Mercy Corp or Northwest Medical Teams for ideas.
I have apt insurance so I figured I would actually check with my insurance company (Allstate) on this - but just wanted to check to see if any Flyer Talkers had a better idea. Haven't heard too much so will probably call them this week...
