I think the rules are different, however, when you change the entire ticket and not just the return after you fly the outbound. That may have had something to do with my situation.
Not "in theory" but in practice the most restrictive applies to the entire ticket regardless of which segment(s) is/are booked in a restricted fare and which segment(s) is/are being changed. The only way around this is to buy-up to an unrestricted fare for the whole itinerary. The ticket still remains non-refundable but the change fees are waived for all further changes with the unrestricted fare. There is only one endorsment line for the entire ticet and if the rules of the fare for even one segment is restricted that endorsement will read: /NONREF/0VALUAFTDPT/CHGFEE
