"An important notice to our frequent travellers arriving in to Australia
The Australian Government has recently regulated changes to passenger processing at Australian international airports.

Effective 26 March 2003, Express passenger cards and the Express Lanes are being discontinued for passengers arriving in Australia.

All passengers will be required to complete a Passenger Card in-flight before arrival in Australia, replacing the current Express passenger card."

I assume because of security. Anyone any other theories/facts ??
