They were available in all segments for PHL-LGW (Jan), PHL-MUC (Feb), and it's looking very much like they'll be available for an upcoming PHL-DUB flight in mid-May (only one C seat sold on the outbound, 3 on the return).
As to calling at the 30 hour mark versus chancing it... I couldn't tell you on that. I know when I did OLCI it didn't offer me the ability to upgrade in January, and I simply waited until I got to the airport for the MUC flight - it was kind of like, "well if it's available I'll do it, if not, I'll enjoy the extra $500 when I get to MUC".
One other thought - in Germany they charged me in Euros (no choice was given), though the exchange rate wasn't quite what it is now, so the final bill was something like $522. If they ding you in pounds in London on the return, I would be slightly horrified to know what the bill comes out to. You might double check if they'll debit you in US dollars instead.
