From what I was told you are allowed to use the service in I or D.
But after several attempts AE and AC would not provide me with the phone number - which is just plain stupid. A key part of the service seems to be the ability to make a request for service in advance...
I did get the number from a SE -- not that it helped. The concierge never called me back... This was 3 traveling in international in D.
