For clarity, the pilot in question was not on secondment from Malaysian Airlines. And nobody is disputing pilot error as the main cause of the accident. However whoever closed the runway has a professional (and moral) responsibility to ensure that no aircraft (or vehicle) would be able to accidentally enter the construction zone, just like a public road under repair. The refusal of the Taiwanese to at least ackowledge this negligence , and the manner in which they detained the pilots (which led to pilots of all airlines threatening to bycott Taiwanese airports) reflects a culture of inability to take responsibility when something goes wrong.

For the record, Air Asia has also not lost a single life or aircraft despite the frequencies of takeoffs/landings. I dont however rate them highly on safety.
