Where do you want to be outside the hotel? If it's around Makati then don't for example, stay at the Edsa Shangri-La. Getting around in Manila can take a looong time when the traffic is bad.

I would say go for a club level room at the Makati Shangri La. Or if that is a bit much dosh then a Club level at the New World Renaissance, which is basically attached to the Greenbelt shopping district (although the Shang and the Pen are only a few minutes walk away).
