I can envision a situation where a company like Walmart would get so overwhelmed with faxes that they would deemed it better to leave their machine turned off most of the time.

Everyone and their brother that wants to sell stuff to Wal-Mart. Millions of inquiries. On the other hand, I would not want to be the one trying to sell to them, it isn't a fun experience (well neither is Home Depot or any of the other mega stores.)
