There is a standard. Priority luggage handling is not a OW benefit. Any time that it is offered by another carrier then that is beyond the stated benefits. For consistency, the airlines should stop offering it to those not entitled.

Personally, I think that making it consistent would be a negative step since I would rather have it occasionally rather than never
