I think the point with Russian far east destinations is that you could have a quick turnaround and a long stopover in say ICN, so getting a very cheap Z1-Z7 or Z1-Z8 for Z1-Z2 prices.
It doesn't look like anyone managed to book it though.

The question about the general rule was more for regular routes Z8-Z2 where many Hubs are in Z7 and Z1, and DC nowerdays argues, that would be not allowed, due to not the most direct routing ! Which is from case to case different, and looks more like arbitrariness.
