If your wonder why certain states are excluded, Buster is right on - here's the reply I received from Travelocity:

"We have to bond sweepstakes in those states 30 to 60 days ahead of time. This promotion was something we put together very quickly and thus did not have the time to set up a bond and register the promotion in those
states.
