01. By looking your travelling pattern, I would stay with BMI DC. No need to change into SQKF unless if your company has an agreement with SQ and you will be flying J or F. But since you just travelling to SEA then stick to BD. To get PPS Value nowadays is getting tougher as SQ will be based on PPS Values, ie 25,000 SGD /year and only count if you fly in J or F. So Assuming that then SEA is not definitely worth it for your SQKF.
* Er.. not quite. If you end up flying F/J on asia, you can opt to register for the PPS card. See the stickies for info. It's called Double Dipping on SQ premium flights.
02. How easy to spend BMI DC to SQ Flights? Depends on the sector you are flying to. Mostly SQ just release 1 seat in premium cabin and 2 or 3 seats in Y Cabin for star alliance awards and they will give priority to SQKF member first. So I cant really tell you how easy it is, you just have to check with BMI DC every day if SQ hasnt open up the seat allocation.
* Actually DC shows good inventory on SQ. And more often than not, you get more places than Krisflyer as DC awards are in zones. The only exception is that you can't redeem flights on SQ's new 77W routes using DC. On Krisflyer you may, but at double that of regular miles!

03. No need to worry to your BA account. BA flies to SIN twice a day, so you just move your UK address to SIN address. BA parts of oneworld and A lot of world airlines fly to SIN. Consider CX, JAL, Royal Jordan. So still eligible to earn/spend mileage with them.
* The moment you transfer your BAEC account to SIN, you will need to leave all your BA miles behind in UK. Your BAEC status will remain the same, but now your flights' miles will be credited to Asiamiles. You will need to use up your BA miles' seperately. The other option is to leave your BAEC account in the UK and not move it to Asia if there is no immediate need to.

04. SQ and AMEX has an agreement but again since your company pay for your ticket. I dont think this is going to save you a lot and apart from it, SQ is famous for their stingy when you try to earn mileage but squeezing you a lot when you spend them. So cancel your BA Amex in UK or tell AMEX that you will be based in SIN, is there any possibility to move your account there?.
* Yes but UK amex cards' MR points cannot transfer into to Krisflyer, neither can you transfer your Amex Membership Reward points to another Amex card in Singapore. You would need to apply for a new amex card in Singapore. Like the above reasons, leave your BA Amex card in the UK.

Note that all credit/charge cards in Singapore have a credit LIMIT irrespective of what you think. Your monthly credit limit per bank/association is based on twice your monthly salary! So keep that BA Amex card!
