I'd echo choosing Ontario, simply because it's right on the way off of the 10 freeway. The car rental terminal is one building, with easy in and easy out. You could literally turn in your old car, get your new one, and be back on the freeway in 10-15 minutes. I can't speak to whether the rate would be comparable.
