I don't think so, it is just that most of us don't do US originating rtw and so don't run into this problem. If you did do a US originating rtw you could not do DFW-MEX-DFW-FRA...ORD-DFW-MEX-DFW but you go from the US to Canada as many times as you want. For US originating rtw one of the arrivals/departures must be a transit without stopover for a country other than Canada.
