Is there a priority check-in counter at MXP for Star Silver members? I’ll be traveling to FRA at 6:55AM (LH3893).
Is the airport very busy at that time of the day? How long should I arrive before the flight? I also have a car to drop-off at Europcar.

MXP features the usual *G (LH First) priority counter but afaik no dedicated *S. LH check-in lines are usually not very long and you still have the opportunity to use the check-in machines next to the counters. Opposite to this, security lines are usually very long and w/o priority lines, so don't waste too much time when walking to the gate.
Rental car drop-off is nothing special in MXP you just need to be carefull not to miss the entrance (the VERY left lane coming from the highway). After you returned the car it's a 100m walk to check-in.
