ehm ... yes the taxes may not be included in the award, but since the rate paid on an award is $0 then your taxes are calculated from that $0 rate (x% x $0 = $0)

The only exception, as noted above, is India, where a luxury tax is slapped on the rack rate ... thus I will never redeem awards in Indian hotels.
