I have found it depends on the actual flight - QF 21 was a 733 from MEL to SYD and a 744 from SYD to NRT - you could not get advance seat selection on the MEL-SYD sector, even if flying from MEL to NRT.
QF 10 operates LHR-SIN-MEL-SYD, and is the same aircraft throughout - and seat selection is available on the MEL-SYD sector.
I think that the actual aircraft operation is a factor in this.
