The BOA contact is supposed to end in 2007, so BOA is really pushing people to sign up for it. It's unclear what will happen once the contact expires, but you can assume that at least the fringe benefits such as companion certs will be gone, and at some point if not this year, you'll be unable to earn miles with the BOA VISA.
I have a BOA checking account and I currently have a Juniper MC. I've found the customer service for Juniper to be excellent, always connected with a domestic agent, very helpful, no issues with miles or payments posting. I always pay off the balance every month so I can't speak to the interest rates or fees. Juniper's website always works for me, so that's a plus. I've had some bad apples at BOA customer service, but generally no complaints there either.
Overall I'd say Juniper (and even BOA) customer service is miles ahead of Citibank and Chase.
