It is an interesting question. At what point is it ok to recline the seat. They say that the seat must be upright for take off, but as soon as the wheels leave the ground then the plane has taken off. With items like electronic toys, they specify when it is safe to use them, there is never an announcement about when it is ok to recline. technically it would seem to me that as soon as the wheels leave the ground, it is permissable to recline
