Apologies is a show of respect and is customary in Asia (unlike in NA).

I once stayed at a hotel in Tokyo, I had my shirt sent out for dry cleaning w/ housekeeping. They lost the shirt. The hotel manager had the entire housekeeping staff lined up in a single file down in the lobby. They bowed with apologies.
