Depends... I've had plenty of UX flights where they ask those with gate-checked bags to stay seated onboard and let those not waiting off the flight, or tell those waiting for bags to stand aside.
If it's a UX flight met by a jetbridge (few ex-ORD, IME), they almost always let everyone off as soon as the bridge is ready and don't wait for the bags to be brought out.
