Are those shared by status passengers?
An airline knows how many business seats exist on any given plane, so there cannot be more business class passengers arriving on any single flight than there are seats. The security and immigration lines can be sized accordingly. But an airline does not know how many high-status frequent flyers may want to travel in the economy class of the same flight.
