I've also purchased Elnett in Europe, but since I'm not much of a hairspray user, one can of it lasts a year or more. And since I don't use hairspray much, I can't offer a good alternative.

You can get it in the U.S., but of course it's more expensive than buying it at a drugstore in Europe.
