I would not assume that you can just use the ticket on the next Capitol. The Capitol's are unreserved trains, whereas the CZ is a reserved train. I would suspect that a quick trip to the ticket window would be required. I could be wrong, but I would definately double check first. Don't just board a Capitol with a CZ ticket.
As for an on time departure of the CZ, the odds are in your favor, but it is certainly not beyond the realm of possibility for the CZ to start out late from EMY. Reasons can include bad equipment or a very late arrival from the day before.
