It may be that since QCs are getting pretty crowded now at peak times, they are limiting access to those guests flying along with accompanying QC members.

for example if Mr Smith (QC member) and Mr Brown (non member) want to see off Mr White (flying) at the QC, Mr Brown MAY be denied access during PEAK times.
