I was just "upgraded" to Avis First. At least now I can count on some free rentals.

As for quality of service: Avis gets all my business, though not by choice: I also have a company policy to use them.

When I rent for personal use, I just get whatever's cheapest, or look for an interesting car.

My pet peeve is when I get to the board and I see CTR which means that I've got to stand in line for paperwork because Avis didn't staff appropriately to get the cars assigned and ready.

Haven't gotten any dirty cars recently.
