I fly PDX-FRA a lot and have always gotten the upgrade after the fist time when I wasn't upgraded due to not enough meals in C. The PDX LH station chief, nice guy told me this was LH policy and the next time to call ahead in the morning to make sure they load enough C meals. Have done this ever since and always gotten my upgrade. Nice flight in the A340 with new C seats. never had an issue flying out of FRA, 100% for upgrades using paper SWU from Y to C.
