I guessing the OP does not have elite status. So far, CO has not outsourced their phone lines. My friends who fly DL, but not enough to gain status, constantly complain about phone issues. I'm only silver this year, but CO has always done well by me and I'm never on hold for more than a minute.
I think DL phone agents at the international partner desk are the best in the industry.
