I had this problem too with a DLink one. In Device Manager under Bluetooth Devices you may see two: a Microsoft one and a Belkin one.
You may have to force it to use the correct drivers. Double-click the Bluetooth device (not the entry that says Microsoft) and on the driver tab click Driver Update. Choose Install from a list or specific location, then Don't search, then Have Disk and navigate to the location where the Belkin drivers are.
