That's very clear, UA F/C pax only.
If that section applies only to UA F/C why would the section be titled "* * * UA
AND STAR INTERNATIONAL TRAVELERS * * *"?
If this section doesn't give *A F/C passengers access how do they get access?
There is the *G section that grants *G's access, but *A F/C passengers also get access to the RCC and I'm pretty sure that this is the section that grants them that access.
It seems like they updated the heading but forgot to remove United from before First and Business.
