Bought that same phone (L7) via ebay, have had no problems with it at all (using Cingular and international SIM cards). I think my unit was originally targeted to the Indian market, as the manual is in British English (colour screens, etc.) and Hindi.

Don't know about warranty, haven't had any issues. Phone was inexpensive enough ($110 a year ago, if I recall), that I wasn't too concerned.
