What seems to be the approach is to refund you one level and give you the room you booked. I suppose it might change when they are fully-roomed and fully-suited but I get the impression that this property is always going to be both busy and a honey-spot for RA's and weekend certs etc. I think we're going to find upgrades tough going even at fully open time.
