I've eaten at Mount Lavinia; it's a beautiful setting facing the sea and they have an excellent buffet at lunch.
It has been a while, but the rooms at the Galle Face are pretty disappointing. Old fashioned and colonial in the sense of tatty with indifferent plumbing.

The Seafood Hut on the beach at the Mount Lavinia is a lovely place to eat.
