In my modest experience, Priority handling of baggage occurs only when receiving your luggage in foreign locales. When flying BKK/LAX, one must wait for all the main cabbage luggage from SIN and MNL to be offloaded before any "priority" suitcases are disengorged from the bowels of the plane. By that time, the Customs line is backed up to Redondo Beach. When alighting in BKK, my grips tumble off within a few minutes of the belt cranking up. Non-speakers of English overseas can apparently read the tags with greater fluency than those who work the airports in the US.
