If you mean GA, then it was because it simply was too late and all the seats in the last rows have been occupied with LH elites

I mean TA as in LH ticket agent at landside checkin. My point is that she did not spread people out but instead chose to leave entire rows empty while packing others. I assume her screen showed that the plane was less than half full so that the pax could have been spread out and any last minute sales could have filled in the empty seats.
