A "good muslim" would probably NOT be able to determine at a glance whether someone is "a practicing muslim" or not with determinative reliability.
How is the Grand Imam of Al-Azhar (in Egypt) or the Mufti of Saudi Arabia going to know whether my Bosnian muslim associate is a "practicing muslim" or not at glance, or that my Pakistani associate is a hindu and not a muslim from a glance, or that my Azeri former neighbor was not a "practicing muslim" for he's jewish? He wouldn't, nor would most "good muslims" or "practicing muslims" on the planet be able to determine such from any old glance.
