"Access charge" for toll-free calls from hotel room?
I just paid ~$100 for a bunch of calls using a phone card from my room, billed at KRW4,500.00 ($4.79) per call (made to an 800 number). I normally use Skype, so I haven't been following recent developments in the hotel phone call pricing sector very closely, but this strikes me as a significant deviation from the practices I have seen in the past (e.g., charging for a local call). Are such charges common these days? And--shouldn't they be disclosed in advance?
