Sure, they're legal and most of the time they provide a valid service- they're particularly good for getting visas that are best gotten in person at the country's US consulate. I've used them (not this particular one) for Brazilian and Indian visas.

I suspect this company, like many, ran up against the huge backlog in US passport applications due to the change in rules about who needs them, adn couldn't keep their promises.
