This is common in up-market hotels throughout Asia. Rates are often quoted as $xxx.xx++. The ++ being plus tax and plus service. Here in Korea the ++ is indeed 21%. You will find these charges at all but the cheapest budget hotels.
The W Seoul is very nive but is way out in East Seoul. The Westin Chosan is almost as nice and right in the centre.
