In the army we were always given the exact route the visiting inspecting generals car would take, thus we would paint only that single side of the buildings facing his route. The colonel correctly figgured we saved the taxpayer 3/4 of the cost of painting all sides of the building. I assume this same idiotic military-based principle applies here.
