I am sure not. Non-US residents or those recently arrived have no credit history. You'd have to have a social security number (or perhaps an ITIN).

It can take a year and a bit with only a secured credit card, and a couple of other store cards, before getting good enough credit history to be able to apply for a mileage earning non-secured credit card.
