Landscape has very little do with it. It's how the roads are build (gradient, etc), the conditions of the roads and such. If you have tunnels going through hills to avoid sharp turns and steep gradient, it certainty not as dangerous or aggressive.
My comment was in response to your (empirically untrue) comment that Europe is more "scenic and hilly." It's not.
