Fixed lines in Thailand have a prefix based on location, "02" for metro-Bangkok, "053" for Chiang Mai, etc.
You should be using a toll-free number to access the idPhoneCard service? Does your local phone company charge you for toll-free calls? I do pay per minute charges as I use a pre-paid mobile phone in the U.S.A.
