Citibank has a relatively new policy of no charge at all for forex transactions if you use a Citi ATM to withdraw from a Citi account (don't know if this applies to non-US accounts). In other words, you get the "wholesale". One problem, in some places there are very few if any Citi ATMs. For example, in France, the only Citi ATM is at the branch in Paris on the Champs.

But, a good deal, even a very good deal, if there are Citi ATMs where you need them.

By the way, Citi has had several recent promotions for from 10K to 20K AA miles for opening an account with them. There are several threads on this in the AA forum.
