When you say no fees at all when using a citibank ATM, do you mean not even the 1% conversion fee charged by HSBC?

If so, and there are more citibank ATMS in Shanghai, then that's definitely the better deal.

I notice Citibank is now having a promotion for an "ultimate savings account" which has no monthly fee. Looks like I'll have to sign up one and get my ATM card.

Who knows how many different savings accounts I'll have by the time I'm done!
